Tow circular lights moving quickly in formation coming together and parting again and repeating. Lights are above cloud and darting quite fast

My initial sighting caught my attention as the lights were small but so bright and were at a distance of approx 2 miles. They were low to the top of the hill and initially flying in a line equally spaced apart. After approx a minute 2 of the lights in an instant moved forward then back behind the other two lights. I found it quite disturbing as it was not a natural movement and I knew straight away I had witnessed an unexplainable phenomena.
