The report, as filed
It was very foggy when my husband went outside to let our cat out. He saw the lights shaped like a triangle at a 60° angle. Three larger lights seemed to form the triangle with 4 or 5 smaller lights in between the two larger bottom lights. They were not moving. The moon could also be seen at a higher angle north of the triangle lights. We live on a small lake and there were approximately 20 or more Canadian geese right in front of our house just floating in the water and making no noise. At 6:35 A.M. my husband came and woke me up to see the lights. I went outside with him and also saw the lights. I thought they looked like Christmas lights on the peak of someone's roof. My husband pointed out that they were way too high in the sky for that. We kept going out to check them and could no longer see them by 6:50 A.M. I was able to see them better using night vision on my phone camara.

Ask for the records
What would the paper say?
For a dated, located U.S. sighting, FAA radar data and ATC communications are the records most likely to exist. Through Aletheca, the house instrument, anyone can commission the request — filed, chased, and published in the open, refusals included. The draft goes over already written: the records sought, and the date window they would live in.
