Light over Spanish Valley, UT

My husband and I were driving to Moab, UT, coming from Houston, TX. The stars were so bright that we pulled over to stretch our legs and look up at the sky. We were traveling north on 191 and pulled off to the right in Spanish Valley (coordinates from our video are 38.4527000, -109.4381000) and almost immediately noticed a bright blue and white flickering light across the highway, just barely over the horizon (there was a hill it appeared to be hovering above, about 200 ft up). At first we thought it could be aircraft marker lights, navigation lights, or even windmill lights, but then it moved! It appeared to be a pillar shape, or maybe two lights one in to of the other. The way it flickered at first, my husband thought it could be police car lights in the far distance and I thought maybe a drone, but then it shifted so quickly to the right - we've never seen anything move that fast, almost instantaneous. My husband got out his phone to film at that point, a! nd we did capture it (albeit very faint). Within a minute of filming, it either disappeared behind the horizon or just stopped blinking.
