Oval over Smokey Point, WA

The report, as filed

I was stargazing outside looking north and saw with my eyes than through binoculars a Flashing orangish red light on what looked like an oval shaped craft. It looked stationairy but after 20 minutes I could tell it was slowly moving across the sky. Way too low to be a satellite/planet but barley moved at all. I'd say I'd say it was maybe 2000 ft in the sky? It was just blinking different colors between orangish red to greenish blue than back to a dark red. I really want to know what it was I saw because I've never seen anything like it.
