The report, as filed

The first 6 lights were in single file and evenly spaced, the 7th was shorter spaced, then 8-10 resumed the evenly spaced formation the 11 and 12 were abroad each other. Then 13-23 resumed even, but wider spacing, and 24-32 resumed original spacing follwed by 33 which was spaced wide again.

What would the paper say?
