Light over Forrestville, MD
A witness account on file, unevaluated. Most of the archive rests here, and honestly so.
The report, as filed
My sister and I were on the phone. She said she saw weird lights in the sky and was going to call me back. I looked in the sky from where I was and saw four lights in the sky. They were rotating and moving back and forth in a circular formation. I called her right back and said .... are they 4 lights? She said yes. We stayed on the phone watching the lights and then they just stopped. She was in Silver Spring at the time and I was in Forrestville, MD. We wondered how could we see the same thing in the sky and we were at least 30 miles away from each other. The lights were moving fast and appeared to chase each other in a circle. They were too large to be planes and moving to fast and smooth to be anything man made. They resembled lights that may resemble car dealership spotlights. But there were no car dealership spotlights and certainly my sister and I would have been able to see the same thing at that distance. Anonymous report. Advertising lights. PD

Ask for the records
What would the paper say?
For a dated, located U.S. sighting, FAA radar data and ATC communications are the records most likely to exist. Through Aletheca, the house instrument, anyone can commission the request — filed, chased, and published in the open, refusals included. The draft goes over already written: the records sought, and the date window they would live in.
