The report, as filed
There are 4 circle-shaped lights in the sky, which keep circling and rotating. They a kind of blue in color. First, they bunch up together, and then they separate from each other. Afterwards they rotate and then bunch up again not quite sure what it is, other than lights moving in a continuous circle as described above. Advertising lights? PD

The videos show as close of a clear piece of evidence as I could get on my iPhone. It was so hard to see it on camera, but the UFO was bright and moving/changing direction quickly and with ease.

They moved west to east and covered the entire skyline in 4 seconds. They appeared to be at a high altitude and were only not emitting light but seemed to be reflective.
