The report, as filed
I was outside using my snow thrower, when I observed 3 orange lights traveling south, then abruptly they turned east in unison, they were under the clouds. At my location we are approx. 6500 ft, the cloud cover was below the mountain tops of approx 8500-9000 feet. They were traveling at a very slow speed, appeared to be coming from elk ridge/Payson area. They reach about and 85 degree angle when all three climbed above the clouds as if to clear mountains. I had shut off my machine, and there was no sounds. As they were almost overhead they were the same glowing orange light, but had grow large in size. There were no navigational lights as required by FAA regulations, and no bright landing lights, only a glow that showed equally not directional.

I looked up and thought I was at first seeing a satellite moving across the sky until I realized it was more than that. There were more following it, 9 or more lights following each other equally spaced in a straight line northeast towards Colorado.

When I got out I saw two orange red spears (sic. spheres) next too each other, with a bigger spear behind. One of the spears went completely sideways, then back went back. By this time, crafts got over my head, right over my head, the lights shrunk, and the two crafts disappear. The third craft comes to the same spot and it disappears also but this time I see a black shadow of of the craft move off, then I lost sight off it. Then I look back too the southwest and in the same formation three more craft are coming. They came the same flight plan and formation, and lights went out at the same spot. Two police saw also which came to see what was doing and saw the last craft disappear all lasting 8 minutes. We spoke via telephone with the witness, and he sounded to us to be sincere and sober-minded. He confirms the date was New Year's Eve, and we have corrected the date. Witness submitted a second report for a similar sighting in Salem, UT, on the evening of December 31st, 2014. PD

When I reported the incident, I saw others who lived in Elk Ridge also reported seeing the same incident. We have spoken with the witness, in order to confirm the time and date of the sighting, which was New Year's Eve in December 2014. Witness had a second, and similar, sighting on December 31st, 2015.
