The report, as filed
I was outside, on the phone with my girlfriend, when at one point I noticed a group of lights (one green, one red, one blue) arranged in a triangle formation. It was moving from left to right across the sky. Then this object slowed down until it was still in the sky. After sitting in the same position for about 20 minutes, it moved slowly left and then back right at half the distance. The lights seemed to be getting dimmer now at which point I thought the object might be heading away from Earth. The light was still there, smaller, but looking at a guide, the position of the light is where the star Capella sits. I pulled my brother out of our apartment at this time so he could see this. At 12:21am silver ball shaped uap with orange light underneath moving less than 50 mph ne across Josephine street east. And not deviating path. I was traveling south on highway 99 from Monmouth to Corvallis. My friend spotted a silver orb which appeared to be above the Corvallis area, we spotted it just as we were leaving the Monmouth area. We kept track of it for about 5 minutes, and then we lost it as we were passing Sarah helmick park. This is not the first time I have spotted a similar ufo in the same general direction, I spotted a simile ufo back in 2015/2016. No lights or any signs that it could have been an airplane or helicopter which are common in the area.

I was driving at 3 PM when I saw what looked like a white balloon in the sky. It was a clear blue sky, and I wrote it off as someone releasing a balloon after a birthday party, or something like that. However, the object was interesting to look at, and so I kept staring. I had no obstructions to my vision. Five seconds after I saw the object, a blue light started to grow, about twice or three times as big as a planet or large star in the night sky. The balloon shape was growing smaller as the light was getting brighter. The blue light got brightest two seconds after the light began to glow, and then the light started to grow smaller and less intense, as if attached to an object that was traveling away from me, and two seconds later, it was gone. Who am I? I am a Russian major at a college in the Midwest. I have believed in UFOs, but never thought I would see one. I am incredibly curious as to what it was. We spoke via telephone on two occasions, and we found her to be exceptionally eloquent and sober-minded. We suspect that she is highly reliable, and an excellent witness. PD
