What would the paper say?
For a dated, located U.S. sighting, FAA radar data and ATC communications are the records most likely to exist. Through Aletheca, the house instrument, anyone can commission the request — filed, chased, and published in the open, refusals included. The draft goes over already written: the records sought, and the date window they would live in.

My friend and I were out fishing off the Missouri River, when we looked up we notice two extremely bright fast flashing lights like jet propulsion blasts flashing every 2 to 3 seconds. Moving far quicker then your normal jet or airplane, at a super sonic speed chasing each other and doing 45 to 90 degree turns high up in the atmosphere, then they disappear and about 15 minutes later one flash of light reappears doing 90 degree turns and before we knew within in 10 seconds it was further up north from the when we saw the first location from where it reappeared. We also noticed there was no sound, no jet stream trailing the fast moving objects.

Went outside to dump trash in can by the road and heard the dogs starting to bark. I threw the trash in the can and turned to head back when I saw several dogs all looking in the same direction barking. I looked up and grabbed my camera out of my jacket immediately to snap this photo. I maxed out the zoom and got this just before it headed away rapidly. I estimated the center mass at 10-15 feet in diameter. The object was approximately 500 yards south and 500 feet off the ground. No wind. Very cold temps. Moving at 5-10 mph at first then very rapidly accelerating until gone from sight. Yellow or orange in color. No sound from object over dogs barking.
