Le 11 décembre 2007 vers 20h 40 deux témoins observent des lueurs dans le ciel toulousain chargé de nuages. Une des personne témoigne avoir observé durant 25 minutes les déplacements rapides de formes légèrement ovales, blanches et opaques qui créent différentes figures géométriques à travers les nuages. Il a filmé son observation durant quelques minutes avec son téléphone portable. Aucun bruit particulier n'a été entendu durant l'observation. Les gendarmes ont visionné la vidéo prise par ce témoin et distinguent effectivement quelques mouvements (voir PV). D'après les descriptions données par le témoin et après avoir exclu une méprise astronomique, il est probable que ces personnes aient observé une animation lumineuse (durée importante du phénomène). Ce type de tâches mobiles sur plafond nuageux sont fréquemment source de méprise et selon les conditions météorologiques les faisceaux peuvent ne pas être visibles. De ce fait il est difficile de localiser aisément la position de la source qui peut être proche du secteur d'observation ou bien plus lointaine suivant la portée des projecteurs.
