All across the sky (through a large break in cloud cover) my spouse and I saw approximately 40 white lights that one might have taken for stars except they were moving relatively slowly in all directions, and appeared to be in numerous different altitudes. They were there for at least thirty minutes, though many seem to have moved out of sight by the end- cloud cover made them disappear. I cannot imagine so many commercial aircraft would be over Tucson.
