Was driving north bound on interstate 55 in Illinois from Springfield toward Chicago i would say just after the road straightened out after Springfield and way before you start seening the windmills. To the left side of the road up in the sky at the puffy cloud level so if you drive this way you will see alot of puffy low clouds its at that level i seen it forward and watched it as far as i could as i drove looking left it was like it was watching the cars on the interstate it was the size of a car to maybe a suv and was black..i watched it hover and move left and right between 2 of the clouds it had a weird shape there is no way in hell it was a ballon or a drone and are there big birds at that high in sky..i dont think so it was watching the road is the feeling i got.if you drive this way you'll see the low puffy clouds it was toward to top of those clouds I watched it move back and forth 3 times I slowed to watch it..it was no plane..i should have got a picture but driving on that road can kill you if you stopi think it was using the cloud as cover but this is true with many ufos they will hide in clouds.to high to be a drone and it was not a government drone those are white or silver..never a camera when you need one..but I did have a straight feeling so it was black I almost thought I cloud see something on the under side.
