Witnessed 6 small flying object headed Southeast following down the Potomac River to the Chesapeake Bay. There was a bright light in the front that almost looked like a flame (looked similar to a flare) with a red tint to it. Could not make out any other red or green navigational lights and no strobe flashing. There also was no engine noise. When we saw them they were about 4 to 5,000 feet above the ground.
