The report, as filed
On April 7 or 8, a relative happened to notice a bright white light directly above while looking for Venus and stars. He was outside his workplace and had to be at his station by 22:00. He observed the light change gradually from a point to a ring. The ring produced a cloud or smoke from inside its circumference. He then went to work. I assume the ejecta were also white in color.
