Sept. 28, 2019 New Castle/Bear, DE. - A Stationary flashing long light, not any kind of circular shape; in NW sky at 11:00 PM Friday night. The flashing occurred randomly between every 5-15 seconds. This went on for 15+ minutes. I eventually just went inside. I was unable to record the flashing on my cameras.

Something that appeared to be a giant stingray, with purple, orange, black anf grey colors, large black spots was seen flying out of the clouds. As soon as i went to film the object, it flew back into the clouds but can still be seen on video.
