The report, as filed
This evening, my husband and I were outside on our deck observing the stars. As we were watching a satellite traverse from north to south, we were surprised to see a very bright, white strobe light flash in the same vicinity, at a very high altitude. About 15 seconds later, it flashed again, having moved only a very short distance in the sky. We observed it flash only 5 times, moving west to east, but at what appeared to be a very slow speed, or at an extremely high altitude. It moved only a few degrees across the center of the sky before the strobe disappeared. My husband has been a commercial and military pilot for 35 years. He was not familiar with any craft that does not either show a constant light, such as a satellite reflecting the sun, or a known commercial or military aircraft with the required flashing white and red lights. He has never seen a flying aircraft of any kind that carries only a strobe, with 10-15 seconds darkness between flashes, and had no explanation for what this strobe could have been.
Held as-reported from National UFO Reporting Center (record NUFORC #148565). Witness text is preserved verbatim, including its spelling; nothing is edited beyond formatting.

What would the paper say?
For a dated, located U.S. sighting, FAA radar data and ATC communications are the records most likely to exist. Through Aletheca, the house instrument, anyone can commission the request — filed, chased, and published in the open, refusals included. The draft goes over already written: the records sought, and the date window they would live in.

A bright V-shaped object moved across the sky. We noticed it was twice the speed of an airplane. As it came into view, we noticed it had white lights on the sides with a red light circulating around the sides. The object moved fast for 30 seconds, then slowed down before moving out of view. It traveled in a straight line the whole way.

We were driving in a neighborhood and both of us see a very large object above the tall tree line. There were two very large, really bright, white rectangular lights facing forward illuminating the sky. One smaller red light was at the back of the object. The thing was absolutely silent and suspended (no movement whatsoever. Seemed more like “parked” than hovering). After a couple minutes, it very quickly moved away in a linear fashion and was just gone. We were also surprised to see that the time was 15-30 minutes later than we thought it should be (though we cannot verify this for sure).

While watching private fireworks in the neighborhood, while in my mother's back yard, she and I observed and unusual light traveling from the ESE to WNW, traveling nearly directly overhead. The light was reddish and seemed to did not blink. I immediately began to record the object on video using my phone camera. I have attached the link to the videos in a separate email to ufocntr@nwlink.com. There are two videos on my cell phone, which I've upload to my Amazon photos account. Twenty minutes after the first observation, I witnessed a second object, identical to the first. It is possible that I observed the same object twice. The second object was traveling the same trajectory as the first, just a few hundred feet to the north of the first path. Though not clear in the video (at least on my phone screen), the object(s) appeared spherical, especially the first sighting after it passed over my position (was headed away). At first, it appeared to be just a reddish light in the sky, but then clearly had a size that was not illuminated. When reviewing the video, as it retreated to the WNW, the first object has an interesting pattern visible in its structure upon my zooming in with the camera functions. Unfortunately, the microphone on my phone's camera was disabled, but the objects produced no sound, although they appeared to be only a few hundred feet in altitude above my position.

Watched a speeding ball of light traverse the sky from one horizon to the other, east to North Western direction. No blinking lights, definitely faster than satellite movement.it changes direction a slight bit as it travelled. And seemed to skim in and out of the atmosphere.
