The report, as filed

I was driving south on Interstate 5 and spotted object with 4 lights, outer lights white and inner lights blue, all lights flashing in sequence left to right. Spotted the object to ESE of the freeway at or around mile marker 248. Object hovered at first but then moved in a very slow fashion toward ESE direction. Could continue to see the object, which moved very slowly up until mile marker 236 where it became obscured by lights of the city of Albany. I estimate that the object was about 300 feet in altitude. It appeared to be flying much slower than an airplane and it was too big to be a helicopter. I felt like I was looking at the back of a large wing-shaped craft but as I stated, it moved too slow to be any sort of plane.
