The report, as filed

Not military. Not drone. Not a bird. Not a helium filled balloon, because likely that would have gained altitude. The flattening part was weird, like a plate was on edge vertically, spinning around on the vertical axis occasionally. If that wasn't enough, the thing's twin followed, maybe a few miles behind, following the same path; same slow speed, altitude, direction, silence and occasional spin. My friend witnessed this as well.
