The report, as filed
I turned left onto RT 3 from Turner Ridge Rd. and saw some lights up in the sky to my left which I first thought were stars. But as I began to drive, I saw that some of the “stars” were moving in a group away from the other stars. There were four white, bright lights arranged in a diamond pattern. There was also a fifth light flashing regularly that was within the diamond pattern, but forward of the center, towards the light at the tip that was in the lead. I could not make out any structure that the lights were attached to. The lights were above the tree line and moved from left to right across the road, about 200-300 feet up, as best I could tell. There was no sound. I pulled the car to the side of the road and opened the window for a better view. The lights moved steadily, did not speed up, and went out of view after crossing the road. It lasted for about one minute. Weather was calm, with a few clouds.
Held as-reported from National UFO Reporting Center (record NUFORC #128329). Witness text is preserved verbatim, including its spelling; nothing is edited beyond formatting.

What would the paper say?
For a dated, located U.S. sighting, FAA radar data and ATC communications are the records most likely to exist. Through Aletheca, the house instrument, anyone can commission the request — filed, chased, and published in the open, refusals included. The draft goes over already written: the records sought, and the date window they would live in.
