Live in Tempe, looking toward S. Phoenix, 4 very bright lights in a line (bottom to top), not moving. Planes in distance passed by. I have photos. Witness elects to remain totally anonymous; provides no contact information. Witness does not send photos, and we have no way to contact him/her. PD
