Three bright lights north of Lakewood Dr., approx. 2.5 mi. NW Arlington, WA. Appearedt to be landing lights of aircraft approx 1,800'. AGL 3 white one rotating red., but stayed in same position for 3-5 minutes. Extremely bright as an aircraft landing, but never moved. Faded after a few minutes
