The report, as filed
It wasn't very high in the sky from where I was at. It also wasn't going very fast. I watched it for a few minutes until I couldn't see it anymore. Also, it was flying South. Witness elects to remain totally anonymous; provides no contact information. PD
Held as-reported from National UFO Reporting Center (record NUFORC #124734). Witness text is preserved verbatim, including its spelling; nothing is edited beyond formatting.

What would the paper say?
For a dated, located U.S. sighting, FAA radar data and ATC communications are the records most likely to exist. Through Aletheca, the house instrument, anyone can commission the request — filed, chased, and published in the open, refusals included. The draft goes over already written: the records sought, and the date window they would live in.

I was driving home from work, and I noticed a bright silver reflection in the sky, I thought maybe it was a plane or helicopter but it appeared to not be moving and after starting for a few seconds I began to wonder if maybe it was the North Star because of how bright it was. After about 15 seconds, it broke into 4 other bright silver reflecting/star like light and then appeared to vanish or camouflage to the sky. It has me so perplexed.

Well, around 5:45 AM, I went outside and the sky was completely clear, not a cloud as it was a very cold morning at 35 degree Fahrenheit. I live out in the country so little light pollution and you can see thousands of stars, even the galactic arm in the summer with your naked eye. As I'm headed towards my storage building I see the movement in the sky. There were a long line of bright, non-blinking lights moving across it. ,They appeared to be very high and moving slowly from 212 degrees SW to 41 degrees NE (using my compass app). There must have been in excess of 50 judging by their separation and how long they were appearing and moving beyond my line of sight due to trees. They line covered the entire sky from the point where they were appearing to the point where the were out of sight. They were going in line, but not straight rather, staggered but not in any kind of formation or pattern. It eventually slowed down to where they were appearing from the same point but every 10 seconds or so and then slowed further to where only a couple could be seen in the sky at a time. Those stragglers were not going the same direction though, they were appearing from the same point, traveling across the same line as previously but climbing and eventually disappearing overhead, they just got smaller and smaller until could not be seen directly overhead, which is why I deduct they were climbing. It would take them about a minute or so to go across the sky, so these were not shooting stars, moving too slow, very bright steady white light. A few other also appeared to the west at about 280 degrees but were moving from about 9 degrees N to about 175 S. Really weird. Never seen anything like it. I"m retired USAF and an aircraft aficionado, these did not look like planes. Just bright white, non-blinking lights. Took a video but too dark, took a photo towards the end when they were thinning so I could capture it, but they had been many more before that, so many that the whole frame of the picture would have been filled across with them Let me know if anyone else saw it in the Victoria, TX, area, share this and see if others saw them.

This event occurred at 0308 hrs, 20 November, 2016 in Victoria, Texas. I saw an object in the moonless sky that was not a legacy saucer shape nor was it metallic, or have lights. This object was organic, fleshy, and ‘seemed’ to be several miles long. The object described above was traveling from ESE to WNW. My field of vision was 30% blocked by a tree to the east, I was facing south, and the object came into view over the tree. It took about 5 seconds to traverse my vision field to the westerly horizon. But before doing so it changed direction by about 15 deg to the NW, and within 1 second my LOS was blocked by a neighbor’s rooftop. The object was estimated to be at or above earth’s atmosphere. From my point of view, the object was approximately 4 inches long, if you able to measure it with a ruler. Morning astronomical twilight was 0601 hrs, and sunrise was going to be near 0727 hrs on this date. Moonrise was going to be near 2257 hrs, which places it underfoot. The bottom of the object was reflecting light from the approaching sunrise. The color range was from ‘pony tail badge’ to ‘pastel yellow’. The estimated position (near edge of atmosphere) and length (several miles long) was calculated by the angle which light might hit an object at 300 miles ASL, estimated sunrise, trajectory (speeding away from sunrise), and it’s actual length perceived (4” long). The object can be described in this way: Its dimension was 10 units long, 1 unit wide, and 0.1 unit thick. Its horizontal axis was along its length. Shape was not unlike a colored crepe paper streamer when twisted like a double helix, DNA strand. It was almost certainly translucent. I could see through it. If it were not for the sun’s illumination I would not have seen it. It was ‘ribbed’ across it’s width. The ribs were narrow, rounded, and approximately 0.25 units thick. I would estimate that there were 25 ribs spaced evenly across a 10 unit length. The object rotated slowly on its horizon axis and looked like the above mentioned streamer if thrown into the air.

Saw a blink/flash of light and then go out east of Orion. I thought it was a jet or satellite at first. The blinking light moved up in segments-east on the horizon and was visible about every 7 seconds. It moved up, down, and then to the left.
