The report, as filed

At approximately 7:10, I noticed four hazy circular lights that appeared to be above the cloud cover. They were directly over our property or slightly north. They formed one light, and then it split into four lights diverging from the center light to form a large circular motion. Each of the four lights rotated counter-clockwise about ¼ of the circular pattern at high speed. Then the four lights merged into one light again. They continued to follow this pattern. I immediately called my wife out to observe. The pattern barely moved northeast in the ten minutes we were observing. As of 7:45, the lights continue. Holding my thumb at arms length, they appeared to be about the size of a quarter. There are no beams originating from the ground as you would expect from searchlights. I tried to video, but nothing showed up.
