Ask for the records
What would the paper say?
For a dated, located U.S. sighting, FAA radar data and ATC communications are the records most likely to exist. Through Aletheca, the house instrument, anyone can commission the request — filed, chased, and published in the open, refusals included. The draft goes over already written: the records sought, and the date window they would live in.

Nightly I am observing multicolored flashing formation lights that are red, blue and green. They have been in the sky over Flagstaff for a couple of years now. They were as far out as the stars in the beginning, now they are overhead. There are also dim yellow and bright white single lights. They all come in and land on the San Fransisco Peaks/ Humphreys Peak mountain range.A single light sits at the top of one of the peaks,in the same place every night. There is also red, white lights that fly the same course over this area nightly.Seems like a patrol craft.

Four circular unidentified shapes noted in the east sky from North NAU Campus. At approximately 55 degree angle from the surface. Shapes occasionally flickered in formation. Approximately eleven professional witnesses noted the sighting. By blocking the light from the sun increased the visibility of the object(s).

Standing on line to look through the main telescope at the Lowell Observatory in Flagstaff, several of us in the crowd observed a bright light in the night sky. It would shine for a few seconds, disappear then reappear a few seconds later in a different but nearby spot. The pattern seamed random and most people thought it was an conventional aircraft. I have spent decades around aviation, from propeller to jet to rockets and space shuttles. I know of no aircraft or natural phenomenon that could maneuver, disappear and reappear like this object. I observed the event 10-20 minutes.
